THE EMPHASIS, CONTENTS AND SCHEDULE FOR THE LOBBYING WORK OF THE CENTRAL FEDERATION OF FINNISH REAL ESTATE AGENCIES (KVKL) IN 2009
 

1) SURVEYING AND COMPARING THE INTERNATIONAL EDUCATION TO THE FINNISH EDUCATION OF THE INDUSTRY

 

 

  • finding out the education models in certain, suitable countries

  • comparing the models to Finnish ways

  • drawing conclusions on pros and cons

  • putting a team together to renew the education of real estate brokerage industry

  • arranging financing and finding a person to execute the research, March – April 2009

  • the foundation of the research available in May 2009

  • the report finished in August 2009

2) ADJUSTING THE FINNISH BROKERAGE EDUCATION STANDARD TO A SUITABLE LEVEL BY TAKING THE RESEARCH INTO CONSIDERATION

  • lobbying the legislation officers and bringing the industry’s educational requirements to their awareness in order to get the education of the industry in Finland to a level where it meets all the requirements (including the minimum educational requirements)

 

  • KVKL leads the strategy process for education: August 2009 – May 2010
    (together with brokerage industry, education organizations and

3) DEVELOPING GENERAL GUIDELINES TO PREVENT MONEY LAUNDERING AND FINANCING TERRORISM THAT CONCERNES BROKERAGE INDUSTRY

  • the industry is lacking a guide that the banking and law industries already have

  • general guidelines needed e.g. to identify customers

  • the Legal Committee of KVKL surveys existing achievements from May 2009 forward

  • finished by November 2009

4) INFLUENCING THE BROKERAGE LEGISLATION TO BE ALTERED

 

  • the Legal Committee lays the foundation (the requirements are e.g. making electronic commission agreement and separating real estate and rent brokerage legislation)

  • justifications ready by fall 2009

  • the objectives are supported and justified with communication

5) BRINGING THE CONDITION INSPECTION OF REAL ESTATES UNDER SPECIAL REGULATION WITH LAW

  • achieving an indemnity code and compulsory liability insurance

  • the Legal Committee is responsible for the matter

  • executed together with Confederation of Finnish Construction Industries RT and other stakeholders

 

  • the Legal Committee draws up arguments in fall 2009

  • finished during the next few years

 

 

6) CLARIFYING AND STANDARDIZING THE TERMS CONRECNING SURFACE AREA

  • together with Confederation of Finnish Construction Industries RT and other experts

  • KVKL takes part in various projects concerning the matter

  • years 2009 and 2010

7) WIDER COLLABORATION WITH PROPERTY MANAGERS AND OTHER ORGANIZATIONS THAT INFLUENCE THE INDUSTR

 

 

  • common goals are clarified (more complete property manager certificates and unifying the pricing of services)

  • common goals in influencing the legislation that concerns the industry

  • representative of the property manager federation discusses with the Legal Committee of KVKL in May 2009

  • Managing Directors continue the discussion among themselves

  • during 2009: discussion with other organizations involved in the industry

8) DISCUSSION WITH THE AUTHORITIES THAT INFLUENCE THE INDUSTRY

  • applying the guide for good real estate brokerage practice

  • the objective is that the supervisors of the industry (State Provincial Offices) and the representatives of consumers got a better picture of what to demand from real estate agents

  • KVKL’s objective is to help the State Provincial Offices to have stronger resources to supervise and to improve the quality of supervision

  • negotiation with the authorities during 2009

  • supported with communication

9) A GUIDE TO REAL ESTATE AGENTS ON THE CENTRAL CONCEPTS OF BUILDING SERVICES

 

  • published together with HVAC (Heating, Ventilating and Air Conditioning) Contractors -organization

  • table of contents ready by May 2009

  • the guide ready by November 2009

10) INFLUENCING ON THE INTERNATIONAL SECTOR

Topical issues:

  • 1) CEN/ standardizing project

  • 2) CEPI/EPAG/ICREA: influencing the contents of the prospective European Property Website

 

  • 1) clarifying the views in Finland

  • 2) communicating the views to the decision-makers and organizations in CEPI, EPAG and ICREA

 

  • 1) waiting for a common decision on the matter

  • 2) discussion with other Nordic countries and CEPI etc. January – May 2009
