THE EMPHASIS, CONTENTS AND SCHEDULE FOR THE LOBBYING WORK OF THE CENTRAL FEDERATION OF FINNISH REAL ESTATE AGENCIES (KVKL) IN 2011
 

1) BRINGING THE FINNISH BROKERAGE EDUCATION STANDARD TO A NEW LEVEL (incl. THE MINIMUM EDUCATIONAL REQUIREMENTS)

  • lobbying the legislation officers and bringing the industry’s educational requirements to their awareness in order to get the education of the industry in Finland to a level where it meets all the requirements

  • influencing government’s program 1-4/2011

  • working through KIRA-forum (the whole year)

2) INFLUENCING THE CHANGES IN BROKERAGE LEGISLATION

  • the Legal Committee lays the foundation (the requirements are e.g. making electronic commission agreement, separating real estate and rent brokerage legislation, the need to prohibit business made by realtors to their own account, the education and qualifications etc.)

  • through lobbying contributing to e.g. TEM’s legislative drafting

3) BRINGING THE CONDITION INSPECTION OF REAL ESTATES UNDER REGULATION WITH LAW

  • achieving an indemnity code and compulsory liability insurance

  • the Legal Committee is responsible for the matter

  • executed together with Confederation of Finnish Construction Industries RT and other stakeholders

  • to be finished during the next few years

4) CLARIGYING AND STANDARDIZING THE TERMS CONSERNING SURFACE

  • in cooperation with RT and other experts

  • KVKL takes part in various projects concerning the matter

 

  • most likely to happen in 2011

5) STRENGTHENING COOPERATION IN PARTICULAR WITH REAL ESTATE MANAGERS AND ORGANIZATIONS INFLUENCING THE INDUSTRY

  • common goals to be clarified (e.g.more complete property manager certificates benefit both the real estate management sector and brokerage; also a need to unify the pricing of services)

  • common goals in influencing the legislation that concerns the industry

 

  • active dialogue continues in 2011

6) DISCUSSION WITH THE AUTHORITIES INVOLVED WITH THE INDUSTRY

  • applying the guide for good real estate brokerage practice

  • the objective is that the supervisors of the industry (State Provincial Offices) and the representatives of consumers have a better picture of what to expect from real estate agents

  • KVKL’s objective is also to help the State Provincial Offices to have stronger resources to supervise and to improve the quality of supervision

  • negotiation with the authorities influencing the industry

  • active discussion in 2011

  • supported with the communication

7) A GUIDE TO REALTORS ABOUT THE KEY CONCEPTS OF TECHNICAL BUILDING

 

  • published together with HVAC contractors organization

  • ready by 6/2011

8) INFLUENCING ON THE INTERNATIONAL SECTORS,

CEPI, EPAG and NEU on special roles

 

  • the lobbying work will be done according to a separate agenda

  • schedule: the whole year

9) DEVELOPING AND MONITORING THE REAL ESTATE TRADE

 

 

  • the Legal Committee monitors

10) UPDATING THE GUIDE FOR GOOD REAL ESTATE BROKERAGE PRACTICES

 

  • the guide will be updated to answer on the demands of changed environment

 

  • the Legal Committee is responsible
